Research On The Countermeasures For The “fragmentation” Of The Pension Insurance System

The fragmentation of the old age insurance system in China is a historical process, the reform and construction of pension insurance is a policy which is implemented as a complete set of market economic system reform and construction in China. The system is built up according to the different people, regions and industries, and it is a kind of problem oriented emergency response mode. The defects in the design of the old age insurance system, and the existence of the interests between groups and the interests of the region, is also the cause of the fragmentation of the pension insurance system in China. Thus, the formation of the old-age insurance system on the difference between the groups, not only reflected in the urban and rural areas, different industries, different regions and during, also derived from unfair treatment, high operation cost, continuous transfer difficulties, system of treatment between the gap significantly,fund collection and expenditure can be sustainable, social injustice, and other problems. Through a city endowment insurance system for the survey,using literature method, comparative method, case analysis method, from the government management and social security agencies perspective was used to analyze the origin and harm of the fragments of pension insurance system,and puts forward the establishment fair and impartial endowment insurance hair concept, and dominated by the government, the top-level design construction combining ideas, draw lessons from foreign pension insurance system fragmentation management experience and lessons, by clarifying the responsibility of governments at all levels, increase financial support for efforts, improve the overall level, the measures of enhancing the construction of information platform, change status of the fragmentation of the system.
