Research On Financial Expenditure Strategy Of Rural Infrastructure In China

Agriculture is a national fundamental industry and the rural infrastructure construction is the foundation and development of agriculture. In both developing and developed countries, the rural infrastructure construction is always intervened and supported by "the seen hand" of the governments. As natural disasters constantly coming, agriculture are suffered of big losses, and many problems about rural infrastructure construction are exposed. Our government use fiscal expenditure to intervene and support agricultural economic. It caused widespread concern by all the society.Along with the development of the socialist market economy, our agriculture is in the key period of changing from traditional one to modem one. In the process , lots of financial support are requested. It requires the government to update financial agricultural expenditure idea from the simple one to pay attention to both scale and stable efficiency. This requires government strengthen the construction of rural infrastructure from fiscal expenditure legislation and management etc. This paper bases on this idea to research on financial expenditure strategy of rural infrastructure in China.This paper mainly divides into five parts. The first part is the introduction, mainly introduces the background and meaning of this paper,the research idea and research methods, and the viewpoints of domestic and international scholars. The second part is about the theorys of agriculture financial expenditure. It mainly introduces some theorys including public market failure and government intervention theory. The third part is the the empirical analysis about the agriculture financial expenditure. It analyse the growth of absolute and relative index and benefit of empirical analysis. On the basis of the third part, the fourth part of the paper puts forward to some problems such as expenditure shortage in quantity, the structure unreasonable, the low efficiency of the funds.
