With the development of economy and society,the projects of cities construction increases rapidly. And all this makes price of scarce land skyward again. The urban land tension and the high houses'prices, which seriously restrict the urban development and the improvement of people's living standard. Meanwhile, the "urbanization" drives the transfer of rural surplus labor force and the farmers' income increasing up. That brings the upsurge of the houses'building. In a result ,where emerges the rising per capita land even "hollow village" phenomenon in the rural areas, which has the largest population and the biggest construction land. The idle of large homestead not only cause of waste, but also bring a series of environmental problems and social problems. In such a situation, National land department put forward the hook between the urban and rural construction land in 2006; The third plenary session of the 17th Central Committee allowed the circulation of homestead by the way of leasing, sub-contracting, transferring and changing. The central first document request again that establish the contracted land circulation market in 2009. Meanwhile, local governments began intensive usage patterns of house-site in the countryside. Tianjin, Jiangxi, Jiangsu and Zhejiang provinces emerged many effective way of intensive use.This paper proposes and analyses the phenomenon of house-site idle firstly, and then it compares two major homestead intensive usage patterns. The following analysis finds that these two modes have some faults in a certain extent. The "two type" mode stress to the organization for the integration of the administration, the control process of house-site intensive use of is relatively slow; "Tianjin and Zhejiang" model suits for urban and rural area, but not in remote areas. Therefore this paper puts forward a new kind of more applicable mode. The new model can not only reduce the government's financial burden, but also suits in the far distance areas. It gives certain significance for future homestead intensive use.
