The Funding Support Issue Of The New Socialist Countryside Construction

The Eleventh Recommendations about the National Economy and Social Development Five-Year Plan's was been proposed in the 16th Party Congress. In this report Communist Party of China put forward building of new socialist countryside a major historic task. In the December 31, 2009, The CPC Central Committee State Council on Efforts to Increase Urban and Rural Development, Agriculture and Rural Development to Further Consolidate the Foundation of a Number of Opinions (Central first document) clearly pointed out that agriculture and rural work in 2010, the general requirements are: to improve adjustment of rural people's livelihood as an important part of distribution of national income, to expand rural demand as a key initiative to stimulate domestic demand, the development of modern agriculture and economic development as a way of changing the important task of building a new socialist countryside and promoting urbanization as to maintain steady rapid development of lasting power."Three Rural Issues"of the party and the state overall, about the overall situation of reform, development, and only building a new socialist countryside, to change the situation in backward rural society can be achieved building a well-established goals, and ultimately to promote a harmonious society achieved.The funding problem is the key of the construction of new countryside in China, but also a difficult problem. New rural construction requires huge financial support, can be said that in the process of building new socialist countryside in China, the capital plays a vital role. Purpose of this research project is on the base of follow research: in-depth analysis the sources of funding, the reasons of the funding difficulties. And then efforts the further explore ways to strengthen financial support and measures to provide for the feasibility of building new countryside proposals. Research the construction of new rural financial support problem,it's enriched the theory of building new socialist countryside studies for advancing rural reform and development strategies provide an important basis for selection, and also provide strong support for building a harmonious society.This paper mainly contains five parts. The first part is the introduction, Including the main topics of discussion the purpose and significance, literature review, and the definition of such concepts.The second part is the status quo of the new countryside construction funding support,including the problems of the funding support, and the problems of private funding support.The third part is the funding problem of the new countryside construction funds, mainly including the government funds, financial capital, and private capital these three parts, and further pointed out that lack of funds on building new socialist countryside serious impact. The fourth part is the focus of this article. Based on the present actual condition of China and the socialist new countryside construction realities, point out that must continue increase financial capital, financial capital and private funding that to support the construction of new countryside. From many aspects and angles to discuss the settlements of the funding problem, and get the corresponding countermeasures and suggestions.The fifth part is summed up, reviewed the article, the main content and the future needs in the further study.
