Research On The Evaluation And Countermeasures Of The Recycling Economy Of Baotou City

Since reform and opening, the rapid development of the traditional economy create wealth for human and also consume a lot of natural resources, Circular economy as a new model of economic development, covering the natural, economic, social and other aspects, Basing on efficient use of resources and recycling as the core, Circular economy is a fundamental contradiction as easing the resource constraints. A construction of circular economy evaluation index system contributes to the construction of the theoretical system of circular economy, but also provides a basis for research priorities and direction of the circular economy.Baotou City as central Inner Mongolia's economic development ,rapid economic development and consumption of natural resources is also increasing, more resources and environment protection is necessisary and urgent, so the development of circular economy assessment system is a win-win economic development and inevitable choice.Environmental protection. is an important carrier for building resource-saving and environment-friendly society ,which is the only way to achieve new industrialization.First, this paper studied recycling economy theory and practice at home and abroad, concluded successful experience of circular economy, and reviewed the results of the current evaluation system provides a theoretical background for building a regional development evaluation system of circular economy.Second, basing on circulated meaning and basic principles of economy we adopt the subjective and objective evaluation method of integrated enabling empowerment, and the fuzzy comprehensive evaluation model for integrated evaluation by comparing the advantages and disadvantages of comprehensive evaluation method. Basing on the evaluation index system of circular economy (macro) and the principle of selection index system, this paper designed circular economy evaluation system composing of a target strata, three control layer and 38 specific indices.we use AHP and the method of entropy to assess the control layer weight index system, constructs the modified fuzzy comprehensive evaluation model to assess baotou city, which shows that the circular economy development level of baotou is in good condition.Finally, this paper proposed to establish recycling industry, agriculture, social economy in Baotou City, including: steel, aluminum, energy, mechanical processing, building materials, high-tech industry development cycle economy and specific measures under the various systems.
