With the continuous development of society and the improvement of people's living standards, the conflict between rapid economic development trends and the fragile ecological environment of cities become increasingly prominent. As one of the most important heavy chemical industry bases of Zhejiang province, as well as the eastern region of China, Ningbo Zhenhai has accumulated serious ecological and environmental problems with the development of the economy. Problems between heavy and chemical industry development and environmental pollution can not be ignored.In this paper, based on related theoretical research results and domestic and foreign practical experience, ecological environmental problems that exist in the development of heavy chemical industry base were studied, so that concept of"Ecological Base of Heavy and Chemical Industry"was put forward. The new index system for status evaluation of ecological construction was set up on the base of "Construction Index of Ecological County, Municipality and Province (Trial Implementation)" and "Standard for Sector-integrate Eco-industrial Parks (On trial)", and eco-environmental quality was evaluated from multiple angles with Secondary Grey Correlation Analysis. Analysis on Zhenhai environmental pollution was performed vertically and horizontally, namely the environmental Kuznets curve analysis with the six-year time series from 2002 to 2007 and pollutant sources analysis with the node in 2007, so as to compensate the environmental Kuznets curve analysis for the deficiency on the cross-sectional analysis. And then, SWOT analysis on building Zhenhai into an ecological base of heavy and chemical industry was carried out finally, in order to propose appropriate countermeasures and guarantee.In accordance with Secondary Grey Correlation Analysis in this paper, the status of ecological environment in Zhenhai is generally in a good condition. However, there is still room for improvement such as energy consumption, resource recycling and emissions of pollutants. Through fitting analysis of the environmental Kuznets curve, it can be concluded that industrial CODcr and SO2 have reached turning point and industrial ammonia remain unchanged in the growth. The three emissions are mainly located in Jiao Chuan Street and come from the oil processing industry and chemical industry of heavy and chemical industries. It is expected that industrial CODcr and SO2 might decline with economic growth, and that industrial ammonia should be taken seriously. Zhenhai has advantages on the natural environment, the material base and the ecological environment, but also faces great pressure on ecological environment and problems on environmental pollution and consumption of resources and energy. According to its own development trend of ecological base of heavy and chemical industry, it is so necessary to build Zhenhai into an ecological base of heavy and chemical industry that Zhenhai should accelerate the upgrading its industrial structure, promote clean production comprehensively, strengthen pollution control and improve the environmental supervision.The innovation of this article is, ecological environment quality of Zhenhai District was evaluated with Secondary Grey Correlation Analysis and times trend of industrial pollutants in Zhenhai was analyzed by Environmental Kuznets Curve fitting.
