Yulin is a area of our country which own a high concentration of mineral resources, also is a energy and chemical base invested in China's "15" period and 21st century, but the ecological environment is extremely fragile. The exploitation of mineral resources, on the one hand bring great benefits to Yulin's economic and social development, on the other hand it damage the agro-ecological environment in Yulin, so the ecological environment become more fragile. In turn ,the bad ecological environment hinder the sustainable development of Yulin's the energy and chemical base,which is harmful to the local economy, resources, environment and social stability and harmonious development of those areas。Based on the enormous impact of agro-ecological environment to regional sustainable development, the paper do some research to the agro-ecological environment of Yulin Energy and Chemical Base.Article is guided by sustainable development, circular economy, externalities, environmental Kuznets models and so on related to agricultural ecological environment theory, employ the combination of empirical analysis and normative analysis﹑ the quantitative and qualitative analysis﹑Delphi method﹑the analytical hierarchy method . The main theory includes sustainable development, recycling economy theory, externality theory, environmental Kuznets model theory.Chapter three The analysis of present situation to agricultural ecological environment. Analysis the development and utilization of mineral resources and economic and social development situation, and the agro-ecological environment caused by pollution and destruction, which based on the define the meaning of ecological environment , particular analysis the water pollution, geological damage, air pollution and the impact of base construction to residents and animals and plants these four aspects.
