Evaluation Of Special Funding To The Excellent State Key Labs

State Natural Science Fund Committee established the special funding for the excellent State Key Lab (hereinafter referred to as special funding) in 1993.As s funding took as a form of incentive, special funding seted its mind based on the results which are achieved from the fair and reasonable assessment of State Key Lab.It is gave to the Lab which has got outstanding scientific and technological achievements. Since its establishment, the special funding used to encourage innovative basic scientific research has made brilliant achievements. However, after Ministry of Finance established the stability of funding, the special funding is facing a new environment and challenges.Because of the stable funding, a new style of management must be taken to keep the special funding playing its key role of basic scientific research awards. Based on the results which came from the projects belonging to the special funding, it is found that the original management approach is not appropriate to some aspects. Of cource at the last, some methods related to enhancement will be gave outBecause the homogeneous of the support units which has received the special funding and finished well, Bibliometric research will be used as the key method to statistical indicators which come from the input and output belonging to the special funding and the data will be make a intput-output table that will be used in the evaluation as the data source. In fact, the DEA is useful advantage in dealing with multiple-input, multiple-output sector, so, it will be chosen as the key method to make evaluation of basic research. In addition, because the DEA is rarely used in evaluation of basic research, it is an expansion of its range of applications.After the evaluation of special funding projects, some suggestions are given: the original advantages are retained in the positioning of special funding and enhanced targets should be taken too; make the application process easy and publicity to everyone; improve the selection mechanism both inside and out side the labs to ensure transparency; budget and the use of funds take extensive as criterion; enchance the acceptance of assessment results and Without losing flexibility...
