Study On The Performance Evaluation Of Public Funding For Agricultural Research Of Fujian

Since 2004, the No.1 documents from the national central government have regarded the agricultural science and technology innovation as an important field of construction for consecutive nine years.Agricultural science and technology innovation will definitely become the main engine of the comprehensive development of the rural economy and the rapid growth of agriculture.As an important part of the public research, public agricultural research will certainly continue to receive attention and development.And the performance evaluation work of public funding for agricultural research will continue to develop.Currently, the research which specific to the evaluation for the performance of the public funding for agriculture is not very mature.So this study will take rice research of Fujian for an example to build a detailed performance evaluation index system of public funding for agricultural research.It is beneficial to enrich the results of the public funding for agricultural research. It also can identify the problems of the investments of the public funding for agricultural research.And it has a certain practical significance to make relevant policy recommendations for improving the performance of public funding for agricultural research.Firstly, the study elaborates the situations of the investment and the existing problems of the public funding for agricultural research, which include the amount of input, input methods, the institutions to invest in, and so on.And it also use new public management theory, entrusted economic responsibility theory, cost-benefit theory and financial capital expenditure growth theory to analyze the performance evaluation of public funding for agricultural research.Secondly, the study build a performance evaluation index system of public funding for agricultural research which includes the performance evaluation index system of scientific research, the performance evaluation index system of economics and the performance evaluation index system of social.Then, this study takes rice research of Fujian for an example and takes the corresponding research institutions as respondents to make quantitative evaluation for the economic performance, research performance and social performance of the public funding for agricultural research by using the collected data.At last, the study proposes the policy recommendations to optimize the investment performance of the public funding for agricultural research.
