The Research On The Problem Of The Landless Peasants' Rights Protection In Changde City

With the expansion of the city of Changde in recent years, a lot of peri-urban land has been expropriated. According to statistics from related departments, at present, peasants who lost their land have reached more than 18,000, accounting for about 20 percent of the total number of farmers. The farmers who lost their land mainly live Hucheng,Dongjiao,Nanpinggang,Dongjiang and other suburban towns and townships. The landless peasants'way of life has become an important factor to the healthy and coordinated development of economy and society and must be paid high attention. In this paper, I collected a large number of data on the basis of thorough investigation about situation of land requisition compensation and resettlement in Changde City, and analysed the situation of land requisition compensation and resettlement mode in the process of land requisition by way of mathematical statistics methods and found out the effectiveness and shortcomings in land acquisition in Changde. Finally I put forward countermeasures and suggestions about how to improve the land requisition compensation, resettlement and protect the rights of landless peasants. This paper consists of five parts:The first part of this article introduces the background, significance, methods and content of the research, and introduces some research results about the land requisition compensation standards, the resettlement and the social security of peasants after land acquisition both at home and abroad.The second part of the article introduces some basic theories on the land requisition compensation and social security, including Marxism rent land theory and so on.The third part elaborates the present situation and the problems in land requisition compensation and resettlement in Changde City, including currently specific policies of land requisition compensation, resettlement mode and the construction of social security system for the landless peasants.The fourth part elaborates mainly the problems existing in the process of land requisition compensation and resettlement and the reasons of the interests loss of landless peasants in Changde CityThe fifth part relates the theory to practice, pointing out the countermeasures to protect the rights of landless peasants. These countermeasures include improving the land requisition compensation criteria and assessment methods, innovation of landless peasant resettlement mode, setting up social security mechanism for the landless peasants.
