Research On The Industry Policy Of Chinese Non-Ferrous Metals

Non-ferrous metals industry plays an important role in economy and social development. Non-ferrous minerals are public resources and have public properties, this makes the non-ferrous metals industry more influential in policy-making.18th CPC National Congress suggested that the market plays a decisive role in the allocation of resources, and we must abide by the general rules of the market economy, therefore give better play to the role of government, resulting in a more healthy and sustainable economic and social development. In this situation, how to strike a balance between policy and market, how to improve current policy and how to fully leverage the guiding and regulating function of current policies become urgent problems for us to solve.Based on the researches and analysis of domestic and foreign literature, this article indicates the domestic Non-ferrous metals industry change history and the Sichuan Non-ferrous industry development progress. In addition, this article sets Sichuan Mining Group as an example, makes qualitative analysis and works out a conclusion which composing ore trading, resource taxing, import and export restrictions and investment and financing, indicates the shortages of the above 4 aspects. Finally, this article provides suggestions to the following five aspects: Non-ferrous metals industry’s marketization, financing, industries integration, environment and tax.Paper is divided into following five parts:first part is introduction, mainly introduces the background and meaning of why the author selected this subject; also introduces domestic and abroad research status on Non-ferrous metals industry policy and the paper’s main research content and the methods used. Second part is the introduction of the core concept and theories; third part is the analysis of the change history on domestic Non-ferrous metals industry policies in recent 30 years.; fourth part analyzes the current development status of Non-ferrous metals industry and introduces the positive and negative impacts on Sichuan Mining Group by the new policy; The last part is the suggestions and recommendations on how to improve policies for Non-ferrous metals industry at this stage.
