A Research On The Evaluation System Of Two-oriented Society

This paper adopts analytical way combining theoretic analysis with demonstrative study, combining quantitative identification with qualitative analysis. Explores the Evaluation System of Two-oriented Society from three aspects.First of all,define the concept of Two-oriented Society. According to the point of view such as resources economy, environment-friendly by scholars, combined with the dialectical relationship among human economic behavior,resources and environment, summed up the concept of Two-oriented Society, that is in the areas of social production, construction, circulation and consumption, in the factors of economic and social development and so on, protected our resources more effectively and utilized them more rationally, with minimal consumption of resources and maximize economic and social benefits to achieve the harmonious development between human and nature environment, and also the sustainable development of society and economy.Secondly,establish evaluation index system of Two-oriented Society. In this paper, build a set of 24 indicators consisting of Two-oriented Society evaluation index system with theoretical analysis method, frequency statistical method and expert counseling method. Based on the characteristics of the evaluation index, Referring to the standards in domestic and abroad, the article identifies Two-oriented Society evaluation index system criteria. To use DEMATEL method and Cross-reinforced matrix method, modifies the evaluation index weights calculate by AHP, and then obtain more accurate and scientific evaluation index weights.According to the results of the calculation, divided the human economic activities impact on the resources and the environment into four grades.Thirdly,build model and empirical Analysis. According to the structural features of Two-oriented Society evaluation, this article from the perspective of vector projection, use gray decision-making method to construct the grey correlative projection model of evaluation of Two-oriented Society. Use the resources, environment and economic data of China's 30 provinces and cities,empirical analysis the level of Two-oriented Society development of them, and China's 30 provinces and cities were ranked. Evaluation results:from the level of Two-oriented Society of view, China's 30 provinces and cities distributed in four different grade levels non-uniformly; from the the trend of movement of view, China's 30 provinces and cities'level of Two-oriented Society development was in an alternation upward trend; from eastern and western regional point of view, there is still a gap between east and west, but both east and west had an upward trend over the years, the level of Two-oriented Society have also enhanced. It shows that the provinces and cities recognize the important status of resources and environment, thus the resource-saving and environment-friendly occupy a considerable strategic position.Finally, based on theoretical and empirical analysis, recommendations are given for Two-oriented Society construction in China.
