Provincial Natural Science Foundation Project Evaluation Research Based On Gray Relational Space Analysis

Currently, the evaluation of science and technology is developing greatly in China, Natural Science Foundation Project evaluation is increasingly regarded. The effective evaluation of Natural Science Foundation Project can intensify the management of science and technology. It can improve the efficiency of using Natural Science Foundation. The traditional evaluation methods of science technology bring important operation in the course of Foundation Project Evaluation. At the same time, some problems affect evaluation result's external justness, such as evaluation's subjectivity, evaluation conclusion's non-repetition and evaluation result's distortion. Therefore, contraposing Provincial Natural Science Foundation Project's characteristic, it looks very important to study scientific evaluation methods, and make a logically effective evaluation for Foundation Project.Firstly, this article analyses the research actuality of Provincial Natural Science Foundation Project, summarizes the characteristics and advantages of Grey System Theory and Grey Relational Space Analysis. Secondly, this article thoroughly analyses the characteristic of Provincial Natural Science Foundation Project. Considering Grey Relational Space Analysis' requirement on original data, on the basis of improving existing Indices System of Provincial Natural Science Foundation Project, this article founds Grey Relational Space Analysis' model of Provincial Natural Science Foundation Project evaluation by handling Grey System Theory, and presents material calculation method. Lastly, this article applies the calculation method to a Natural Science Foundation Project evaluation in Anhui. Its evaluation result and experts' original evaluation result are basically consistent, this explains this evaluation method is applicable to Provincial Natural Science Foundation Project's result evaluation.
