Analysis On Evaluation Of Independent Innovation Capability In Enterprises Based On Two-oriented Society

China is gradually entering the stage of heavy industry of rapid development, in which the chemical industry and technology-intensive industries will be the main driving force of economic development. However, the resource constraints and environmental pressure will become the "bottleneck" of economic development because of the high consumption and emissions of these industries. Therefore, it will become an important issue to be solved that how to avoid an overdraft of resources consumption and environmental degradation when the economic growth is still the main task in the primary stage of socialism. In the context of this reality, China put forward the new proposition of Resource-saving and Environment-friendly Society (Two-oriented Society) in 2005, and regarded it as one of the strategic planning tasks in the long-term economic and social development.Developing the capacity of independent innovation is the fundamental way of construction of Two-oriented Society. Independent innovation would help the factories master the advanced manufacturing technology, which will make the resource conservation and environmental protection become a reality in the production progress. Independent innovation could enable enterprises to get rid of the situation in the middle and lower stages in the industrial chain, and access to the core competitiveness in high-tech fields. Independent innovation would help the country step into the knowledge economy to achieve progress with fewer resources and environmental damage.Evaluation of independent innovation capability is one of the important aspects of foreign and domestic researches on innovation. However, most of the researches on evaluation capability focus on the perspective of input-output efficiency, which is only limited to the interior of innovation system and isn't from the perspective of external. Because of the limit, the evaluation of the independent innovation capability in enterprises was proposed through measuring the effectiveness and associated level of innovation in the progress of promoting the construction of Two-oriented Society, and recommendations for improvement was also proposed from the perspective of Two-oriented Society in the paper.Firstly, the existing domestic and foreign research results or conclusions were generalized and described, and then the shortage of current researches on evaluating independent innovation was given. Secondly, the principle of construction of independent innovation in the perspective of Two-oriented Society was advanced. Also, the two levels of interior and exterior, the main four areas in evaluating the independent innovation capability and ideas were proposed. Thirdly, industrial enterprises in Anhui province were regarded as the object of the empirical study. The Super-Efficiency DEA model and Gray Relational Analysis Method was used in this paper, and methods principle, index systems, computing process and results analysis were described in details. According to empirical research results, the ability of independent innovation in industrial enterprises in Anhui Province was good and had high relation with the Two-oriented Society construction. Also, the innovation environment was the advantage, and the practice of innovation value and the research ability were disadvantage. Related policies and proposals were put forward, too. Finally, the main conclusions, shortcomings and the focus of future research on the basis of previous research were succinctly presented.
