Since the reform and opening up, annual net income per capita of Chinese rural residents has been improved greatly, with population of the poor declined continually. Help-the-poor project in China has made significant achievements. However, the increasingly degree of inequality of distribution of income among rural residents slows the function of income growth to reduce poverty. Moreover, regional differences of rural poverty are increasingly apparent. Therefore, from perspective of changes of the income growth and income distribution, the author analyses rural poverty alleviation in different regions. This makes strong practical significance.This article first expatiates on the general theory of the relation between income growths, income distribution and rural poverty alleviation. Second, this paper, starting with the status and related issues of rural poverty alleviation, expounds China's major achievements in rural poverty alleviation; analyses differences of rural poverty in different regions through estimating FGT index and Gini coefficient. In addition, this article analyses the main reason for slowdown trend in China's rural poverty alleviation. At last, this paper constructs penal data through analyzing and comparing rural poverty index and Gini coefficient in China's East, Central and West areas; analyzes the contribution of income growth and income distribution through empirical research and comparison. The results show that the extent of rural poverty in China's eastern regions is the lowest, followed by the central region, the highest in the western region. Income growth makes largest positive contribution to rural poverty alleviation in Eastern region, followed by central region, and western region the lowest. Inequality in income distribution makes largest negative contribution to poverty alleviation in central region, followed by western region, and the eastern region the lowest.Finally, the author points that government should implement a"aiming-help-project"strategy, i.e. rural poverty regions in the west area should attach more emphasis on the fairness of income distribution, the central area should maintain steady income growth of rural residents, while taking into account of fairness, and for the west rural poverty regions, they should focus on increasing rural residents'incomes.
