China’s sustained economic development has made great achievements since 1978. With the development of economic, anti-poverty strategy in rural China is also impressive. Since the reform and opening up, China’s macroeconomic growth ratio achieved 8.6% from 1979 to 2008, rapid economic development significantly improved the living standards of people, from 1978 to 2008, net income of rural residents was 7.1% by average annual growth rate. If using the per capita net income of 1,196 yuan in low-income poverty line, from 2001 to 2008, China’s rural poor population decreased from 9030 million to 4007 million, the incidence of poverty from 9.8% in 2001 to 4.2% in 2008, the average annual decline of 0.8%. If using 1 day $ 1 in accordance with the international poverty standard, China’s poor population decreased at least 450 million from 1978 to 2007, China’s achievements in poverty reduction is more significant.According to implement and process of rural poverty reduction in rural China since 1978, the factors affecting rural poverty reduction can be divided into the following three aspects:Natural sub-run economic growth and changes in income distribution; broad-based growth policy of agricultural development in rural areas; Oriented-development poverty alleviation policies. Income distribution on the one hand the initial distribution of the growth process by the decision, on the other hand also depends on the redistribution of government intervention. Therefore, finally the ultimate source of power to promote poverty reduction can be attributed to economic growth and government action.According to the above three important factors to impact of China’s rural poverty reduction, this Article is divided into eight chapters. The first chapter introduces the research background, purpose, method and meaning; The second chapter is the theoretical basis of research, Chapter III, Chapters IV are the rural poverty and the overall performance assessment of pro-poor policies, Chapter V is using the SVAR model to analysis the policy on rural poverty reduction effect of the dynamic impact assessment, Chapter VI is based on the investigation in Guizhou Province, using of village-level poverty monitoring data on the effectiveness of poverty alleviation project to econometriclly describe and measuring the effect of anti-poverty projects. ChapterⅦare the conclusion and advice.Innovations of this paper include the following three aspects:First, take the provincial panel data to analysis the effectiveness of China’s rural poverty of economic growth; Second, according to the policy-aiming and objectives of the differences in the implementation of projects, The Chinese government’s poverty reduction policies are divided into development-oriented poverty reduction policies and broad-based policies. Third, collecting a large number of community poverty monitoring data by large-scale investigation in poverty-stricken areas provides for the measurement and statistical analysis of the macro strong empirical support.The main conclusion of this article can be summaried as following: the poor tended to be lack of sustained poverty reduction projects, as well as poverty and low efficiency of fund utilization. Which on the one hand lead to lower the effectiveness of poverty alleviation project on Poverty, on the other hand these factors will lead to back into poverty, the poor once out of the poverty reduction projects supported by projects easy to fall into poverty again. The policy proposals are in the "Twelve Five-Year", government should increase investment in poverty alleviation efforts, government poverty alleviation projects should be based on needs of poor farmers in the project, according to the project need to arrange for funding to extend the duration of the project to support and protect poor farmers of the follow-up of financial and technical support, so that poor farmers can truly create self-development, participation in economic growth, and get a stable source of income.
