Analysis On The Current Situation And Countermeasures Of Land Consolidation In Southern Hilly Region

With rapid social-economic development and accelerating urbanization process, the demand on non-agricultural construction land is increasing, and out-of-balance developing trend takes on between the supply and social demand of land resource. In our country, the contradiction between people and land is becoming more and sharper; the rural land arrangement is an important approach which can achieve the land resource sustainable strategic target.At present, the modern land consolidation directed by coordinating population, resource, environment and development problem is still at primary stage in china, and detailed research into land consolidation in microscopy is carried out in the academic circles, but the theory and practice in regional land consolidation are studied less. Southern hilly region is characterized by much scattered, broken and middle-and-low-yielding cropland, sharp contradiction between people and land, and sharp ecological problem. Consequently, it is particularly urgent to undertake land consolidation. The study on land consolidation in this region is still at a relatively low-level stage at present.This paper firstly introduces the concept, contents, functions and theoretical basis of land consolidation; sums up the characteristics of land consolidation in China's southern hilly region, such as: target diversification, content emphasis diversity, engineering measure particularity; points out the current situation of land consolidation in southern hilly region, such as: many question in the additional farming, the plan unreasonable, the following benefit unobvious, the reorganization pattern unitary; analyzes the causes of the problem, such as one-sided pursuit of increasing quantity, short of science plan, inadequate fund, ignores the ecological consequences, the omission of post project evaluation and so on; expounds the evolution of land consolidation in the Germany, Japan, Holland and other countries, and sums up the experiences. On this basis, point out countermeasures based on characteristics and deficiencies in farmland consolidation, like strengthening the monitoring and management of land consolidation, scientific planning and designing, stronger regional technical director, diversifying financing mode, establishing the hilly region ecological land consolidation pattern and so on.
