Cultivated land consolidation is an effective way to solve the current demand of construction land and farmland protection dilemma, to relize dynamic equilibrium of the total arable land, and to ensure national food security and sustainable economic and social development. And cultivated land consolidation potential evaluation is a prior analysis of cultivated land arrangement work, which is of great significance on determine the priority of evaluation unit and delimit the cultivated land consolidation focal area.In this paper, Wuqi county cultivated land consolidation potentiality is studied from four aspects- resource, economic, ecological and social, through a comprehensive analysis of county cultivated land consolidation potentiality to lay the foundation for improving the county’s land use in economic, ecological and social benefits.This research mainly draws the following conclusions:1. Construction of land consolidation potentiality evaluation indices system suitable for the loess hilly-gully region.Land consolidation potentiality evaluation index of Wuqi county includes four evaluation factors: potential of cultivated land production, Economic potential, Ecological potential and Social potential, and eight evaluation factors: Agricultural land natural quality index, New farmland coefficient, Traffic distance coefficient, Agricultural land utilization index, Cultivated land grade level structure index, Forest coverage rate, Government support index Index of public enthusiasm.2. On the basis of weight of factor layer decided by Analytic Hierarchy Process, entropy weight method is adopted to determine index weight of factor layer. By comparing the index weights of township, administrative village and cultivated land polygon, the index weight of administrative village is optimal.By calculation, the factor layer weight variation coefficient of township level、administrative village and cultivated land polygon are 0.4276, 0.5619 and 0.8143, respectively. Administrative village index weight is used to balance the problems of too small difference of township level index weight and too much difference of cultivated land polygon, and the evaluation results is more objective.3. Cultivated land consolidation potential evaluation method Based on the cultivated land polygon is feasible and its evaluation results have more realistic guiding significance.The analysis of comparing land chart spot level evaluation results and the mature administrative village evaluation results in two aspects of grading area and distribution situation, is verified the feasibility of cultivated land consolidation potential evaluation method which based on the cultivated land chart spot, and the figures of cultivated land level chart spot are more meticulous, which brokes the limitation of administrative boundaries, having more realistic significance on the site selection of cultivated land arrangement project.4. Cultivated land consolidation potential of Wuqi county overall presents the trend of high in northwest and southwest, low in central and northeast, there is significant positive correlation between cultivated land consolidation potential index and cultivated land elevation.In cultivated land consolidation potential partition of Wuqi county, four level potential area has the largest area, and one level potential the smalle area. One level potential area accounts for 7.55 percent of the county a total area of arable land consolidation potential area, two level potential area accounts for 18.67 percent, three potential area accounts for 23.76 percent, four potential area accounts for 30.63 percent, five potential area accounts for 19.40 percent. there is significant positive correlation between potential index and cultivated land elevation,with correlation coefficient is 0.443, high potential cultivated land are located in elevation between 1500 m and 1600 m.5. Through analyzing the cultivated land consolidation potential distribution of Wuqi county, proposals are put forward on project site selection and implementation.(1)Location of Cultivated land consolidation and rehabilitation project of should be tilt in remote mountainous areas, on the one hand, carrying out cultivated land consolidation and rehabilitation project in high potential areas will lead to higher profits, on the other hand, it can also improve the income of farmers in remote mountainous areas.(2)Under the Cultivation method of existing technology and dry land farming, the productivity of ChuanDe with better farming conditions has peaked, in view of the cultivated land consolidation ChuanDe project should be focused on increase the irrigation measures, change the dryland to irrigated.(3)Land chart spot with cultivated land consolidation great potential in Wuqi county is located in high altitude and slope gentle hillside, for which Cultivated Land Consolidation Project focuse on land leveling down slope, constructing the production of road and terracing fields.
