Nowadays,with the continuous development of China's economy and the rapid advance of urbanization,a lot of domestic large cities are experiencing both the expansion of urban spatial scale and the great change of urban structural form.Striving to become some kinds of "center","hub",and even "International metropolis" has become their clear development goals,which are followed by a series of problems,such as the growing tensions of land resources supply,the overburdened public infrastructure,the continuous deterioration of urban ecological environment and so on.From the perspective the whole province,resources are highly concentrated in individual cities and the development of marginal area is inadequate.In the current situation,how to choose a reasonable provincial economic layout,which can not only promote the healthy development of the provincial central city,but also make it play a leading role in the whole provincial area,is particularly urgent,and this issue is also highly concerned by the government and the academia.Urban spatial expansion is an inevitable result of city development.As a dynamically changing regional entity,the city itself is bearing both the inward accumulative force and outward diffusive force,which lead to the scale expansion and internal structure adjustment during the process of its enlarging.Scholars from various fields have been or are committed to the research of urban spatial expansion,analyzing the dynamic mechanism of urban spatial expansion,summarizing the general rules of urban spatial expansion,putting forward inspiring and creative urban spatial expansion plans,which have laid a foundation for our formulation and implementation of scientific and rational urban development plans."Point-axis system" theory is an economic spatial structure theory put forward by our famous economic geographer academician Lu Dadao in the 1980 s,which advocates to promote regional economy's efficient and rapid development by building "point-axis" structures.With over 30 years' joint efforts of the academia,this theory has been perfected and developed to a system,it has also been widely applicated to all levels of economic development plans by both central and local governments.Based on the urban spatial expansion theory and "point-axis system" theory,combined with our current development situation and governance system,this article puts forward "cross-city" urban spatial expansion mode.This mode combines the spatial expansion of provincial central city and the economic development of the whole province,providing solutions to the slowing provincial economy,the regional development imbalance and the urban sprawl problems by building "point-axis" structures.This article takes Wuhan City,Hubei Province as example,elaborating "cross-city" urban spatial expansion mode's theoretical basis,spatial form,site selection foundation,set up process construction principle and its effect by both qualitative and quantitative analysis.This article also has collected yearbook date to analyze the action mechanism and applicable condition of "cross-city" urban spatial expansion mode.The main research conclusions are as follows:1."Cross-city" mode can significantly boost the economy of "cross-city" itself.Through theoretical deductions and empirical analysis,this article has proved that the set-up of the "cross-city" can significantly boost the local economy.There are three main reasons: Firstly,due to the diminishing marginal return of production factor input,its transfer from resource-intensive provincial central city to resource-scarce "crosscity" will lead to a higher production;Secondly,the provincial central city has the most competitive favorable policy systems and resource allocation advantages,which will be immediately enjoyed by the new set-up "cross-city",and will greatly boost its economic competitiveness.Thirdly,due to the structural difference of industrial situation between the "cross-city" and central city,with the effect of industrial gradient,"cross-city" will receive the oriented industrial transfer from the central city,and will benefit a rapid economic development.2."Cross-city" mode can promote provincial central city's development.The set-up of "cross-city" can promote provincial central city's development,which is mainly reflected in two aspects.Firstly,the relatively abundant,cheap land resources of "cross-city" can effectively alleviate central city's problems caused by over-crowdedness.Secondly,compared with the developed eastern cities,although many provincial capitals in the Midwest have a large economic size,their industrial structure lags behind,and it is difficult to be transformed or upgraded due to the recent industrial pattern.After the set-up of "cross-city",with the effect of industrial gradient,low value-added industries will be oriented transferred to "cross-city",which will make spaces and resources to promote the transformation and upgrading of central city's industries.3."Cross-city" mode can promote provincial economic development.The site selection of "cross-city" is strictly according to the "point-axis system" theory,after its set-up,the main traffic line between "cross-city" and central city will gradually develop to an economic development "axis",forming a "point-axis" structure together with the central city,and will boost surrounding area's economic development.In addition,with the newly arrived industries,"cross-city" will attract the surrounding rural population to be employed,and thus the "cross-city" mode conforms to the new urbanization strategy vigorously promoted by the nation.4.Cities with special administrative levels have a higher productivity.This article selects data from 287 cities across the country,building a model to empirically analyze the relationship between cities' productivity and their administrative level,result shows that cities with special administrative levels(municipalities under the jurisdiction of the central government,deputy provincial cities,and general provincial capital cities)have a higher productivity.There are two main reasons to be account for this phenomenon.Firstly,under our current governance system,the higher administrative level a city has,the more resources it will enjoy.Secondly,city with a higher administrative level can applicate more favorable tax reduction policies to reduce its enterprises' production cost.It is important to note that,this is a main cause of the area's "Matthew effect"(the strong is getting stronger,the weak is getting weaker),and also an important theory basis for the "cross-city" mode to function.5."Cross-city" mode is suitable for cities with high "TOPSIS-entropy method" primacy ratios.In order to identify the applicable area for the "cross-city" mode,based on the advantages and disadvantages of existing urban primacy ratio calculation methods,this article puts forward "TOPSIS-entropy method" primacy ratio,and has transversely compared 10 provincial capitals in the Midwest.Result shows that Chengdu,Hefei,Wuhan and Changsha have relatively large advantages in their own provinces,and it is suitable for them to conduct feasibility research of "cross-city" mode.Provinces where Shijiazhuang,Nanchang are situated have a relatively balanced development,and it is not necessary for them to conduct the research above.
