Government Laboratory by the Government is the establishment of the Government carry out duties related to the designation of the under test, in accordance with the stipulated procedures, identify one or more features or performance testing organizations. Government laboratories duty is to the Government's administrative decisions, formulate laws and regulations, administrative law enforcement, provide a reliable basis for the technology. Therefore, the Government Laboratory is the provision of public goods for the community institutions. Government laboratory quality management refers to use of quality management system standards, testing organizations in establishing a scientific and standard management system, optimizing the testing process and management of operational mechanism, to ensure that the testing process and the quality of the report.This paper attempts by the government laboratory quality management organizational structure of the research, modern management theory of the flat organizational structure into the laboratory's scientific and standardized quality management framework in order to facilitate testing organizations quality management system of continuous improvement and healthy development , And internal quality management in government laboratories to the modern management of high standards, to further explore the future government laboratories organizations in transition and change and lay a solid foundation.This paper analyses the existing government laboratory quality management organizations and the reasons for the problems that the existing government laboratory quality management system of large, overlapping sector institutions level, as well as quality management and low efficiency, delayed the service period, an increase of Detection costs, a direct impact on the society's credibility. Status of some of the reasons is the quality of the laboratory will be confused with the general management of the administrative system, have not formed an independent organization of the quality management system framework. In the use of a flat organizational structure of the theory on the basis of this paper, by improving the quality of the management structure for the laboratory quality control measures proposed: compression of existing quality management organization level, adjusting the rate of management; optimizing the allocation of resources and changes in quality Management functions. The use of new quality management organizations, will help improve the quality of management efficiency, reduce service cycle, so that the domestic government laboratories in the quality of management in line with the requirements of modern management, to guide the laboratory comprehensively enhance the quality of management level will certainly play a role in promoting.
