A Study On The Innovation System Of Combining Learning With Research And Production In Wuhan Urban Agglomeration

Combining learning with research and production is an effective way which can promote college and research institutes in transformation of scientific and technological achievements and the enterprise technological innovation, speed up the rapid absorption technology progress and to promote the development of regional economy . Since the 1980s, combining learning with research and production has established a national and local two-level mechanism of coordination gradually, to advance the date, the union has entered to the enterprise as the main body, the market as the guidance, the government support for the development, and has formed many forms and multi-dimensional, multi-level and diversification of cooperation and communication, and achieved good results situation. But in the new form of requirements and promoting, the bottleneck began to appear, especially the problem of the intellectual property rights in combination with the interests of joint ownership assignment problem, make the further promoting the combination of joint work dilemma. This paper attempts to analyze current from the different modes of union of all cooperation on cooperation achievements produces intellectual property rights and interests assignment problem with ownership of Wuhan urban agglomeration, and empirical study of existing intellectual property work together to promote production and objective assessment for enterprises, universities and research institutes and provide improvement in the union of the intellectual property rights policy Suggestions and research plan, legal thinking, and hope to better services in Wuhan urban agglomeration"two type society"construction.
