With the development of globalization of economic and information technology, with the increase of enterprise scale and the number of projects in an enterprise, more and more conflicts of competition for resources appear when multiple projects are implemented simultaneously. Single-project management to multi-projects management is the inevitable trend of development of enterprise management. How to resolve these conflicts and how to allocation the limited resources to reduce total costs, reduce the projects cycle time, enhance the effectiveness of enterprises? Senior managers must face this question.Despite the earned Value Management approach is an important breakthrough in project management, and it is recognized as the most successful comprehensive management tool in management community, and it can achieve the joint monitoring and forecasting in projects'cost and projects'schedule performance, there are very few successful cases in China. It is mainly because the project management is poor and the internal rules and regulations of enterprise have not been well established. In addition, lack of qualified project manager is the biggest issue.Through analyzing the case of H Company, the thesis presents that earned value management is the primary method of project management. Through individual project plan, earned value analysis provides important foundation of a multi-project resource management and performance management, so that enterprise can improve the effectiveness of project management in single and multi-project resource allocation. The thesis summarizes some matters needing attention in annual-budget, project plan, project monitoring, project closure and quality control, according to the characteristics of R& D projects. At last, It summarizes and evaluates the effectiveness of earned value management pilot work in H company, and presents future research prospectives.
