Study On System Construction Of Regional Public Goods

The Chang-Zhu-Tan urban agglomeration refers to Chang Sha, Zhu Zhou and Xiang Tan three city as the center of a mutual between about 50 kilometers"Triangle"urban agglomeration. In recent years, along with the continuous development of Chang-Zhu-Tan economic integration, in the Chang-Zhu-Tan urban agglomeration area, the government faces society, environment, population, resources, public security and other public problem which infiltrated, outspread and overflow to adjacent administrative areas, regional public issues gradually which influenced the sustainable development of Chang-Zhu-Tan urban agglomeration in. Therefore, in order to coordinate the development of Chang-Zhu-Tan urban agglomeration, we must provide regional public management platform to solute all kinds of regional public problems, and by various institutional arrangements to coordinate and distribution of regional internal various resources, thus to solve regional internal various regional public problems.This paper firstly defines the regional public goods, and the characteristics of Changsha-Zhuzhou-Xiangtan regional public goods. Finally it starts from the public management theory, in combination with regional development theory and institutional economics theory, on the basis of analyzing the problem of Chang-Zhu-Tan regional public products supply system construction, and tries to discuss the strategies and measures to solve above problems. And then Urban agglomeration should take five aspects to enhance system construction of regional public goods supplies, such as, to improve the regional public products, integrity cooperation coordination mechanism of regional public products, perfect laws and regulations of regional public goods supply of, improve demand expression and decision-making mechanism of regional public goods supply, optimize the financial system of regional public goods and establish benefits compensation mechanism of regional public goods, and finally achieve effective supply of regional public goods of Chang-Zhu-Tan urban agglomeration.
