Research On Regional Coordinated Development In Ha-chang Urban Agglomeration

With the accelerated development of economic globalization and regional economic integration,urban agglomeration has participated in regional competition as a kind of spatial combination mode with global significance.In order to use the Ha-Chang urban agglomeration as a new growth pole to boost the Northeast Revitalization,the "National New Urbanization Plan(2014-2020)" and a new round of "Northeast Revitalization Strategy" are proposed by the Chinese government.However,many incongruous phenomena appear on Ha-Chang urban agglomeration,the reason is that Ha-Chang urban agglomeration is in the initial stage of development,and it is located in two provinces of Heilongjiang and Jilin.These incongruous phenomena impede the rapid and healthy development of Ha-Chang urban agglomeration.Currently,urban agglomeration has been treated as the main form of national urbanization,and urban agglomeration is also the core of East-Mid-West regional coordinated development strategy.The Ha-Chang urban agglomeration coordinated development has important theoretical and realistic significance.It can not only enrich the research theory of urban agglomeration,but also guide the coordinated development of urban agglomeration.Under the guidance of the "Ha-Chang Urban Agglomeration Development Plan",Ha-Chang urban agglomeration may become a new engine to revitalize Northeast Old Industrial Base.But,according to the current state of development,this is a long process to achieve coordinated development for Ha-Chang urban agglomeration.Based on the above situation,this paper tries to build a suitable coordinated development mode for Ha-Chang urban agglomeration which can speed up the development process of urban agglomerations.Firstly,based on the summary of the domestic and foreign urban agglomerations,this paper proposes the overall frame of study,and defines the connotation of coordinated development of urban agglomeration,discusses the coordinated development theories of urban agglomeration.Secondly,we define the scope and administrative levels of Ha-Chang urban agglomeration and adopt qualitative and quantitative analysis on the current situation of the development of Ha-Chang urban agglomeration in four aspects including the space distribution,industrial structure,infrastructure,resources and environment.Then,the paper finds out the problems and the reasons with using the method of city first degree,similarity coefficient of industrial structure and intensity of urban flow.Finally,according to the domestic urban agglomeration coordinated development pattern,we propose a coordinated development model of "dual-core cooperation and fore-axes development" for the Ha-Chang urban agglomeration,We integrate space,industry,infrastructure and coordination mechanism to promote coordinated development of Ha-Chang urban agglomeration.
