Research On Management Services Of The New Rural Society Pension Insurance In Hebei Province

The "social insurance law" will be put in effected in July 1, 2011, it perfects the social security system in China. And what's more, it makes a standard of the pay, storage and use about the social insurance. It make the organization of social insurance as a section, we can see that the importance of the whole organization of management services in social insurance system.Early in 2007, Hebei Province began to explore the new rural society pension insurance actively, and accumulated a lot of practical experience, it put a steadily foundation for the launching of the rural society pension insurance. According to the"guidance of rural society pension insurance pilot"by the State Council, at the requirements of the state, Hebei Province consider the overall economic conditions and demographic conditions, find out the basis of population, according to the principle of"the economic level of good, middle and poor; the population of big, middle and small"to develop the new rural society pension insurance. Until now, there are 37 counties (cities) are launching the new rural society pension insurance, and they are all have a good progress.The management achievement of new rural society pension insurance is the key constraints of the running of the system, it is relate to the system of new rural society pension insurance, and it is also relate to the handling services. This article aims to making a comprehensive analysis of the new rural society pension insurance based on Hebei Province, it analyses the problems form handling services such as policy system, handling services capabilities, fund management and the inflation proof and appreciation, Young's insurance rates and the rationalization management of personal account. And then, the article put forward reasonable suggestions for the above problems in order to make the new rural society pension insurance in Hebei Province have a wide coverage.The article mainly used the means of literature, case studies, qualitative and quantitative analysis, comparative analysis and other methods to expound the questions and make a rational suggestion. The main innovation is make a quantitative analysis of the handling service in the new rural society pension insurance in Hebei Province at the use of large amounts of data, and put forward some rational suggestion for the forther expansion of the pilot to achieve sustainable development.
