Research On Services Of The New Rural Society Pension Insurance

The New Rural Society Pension Insurance, is a complex social system project. The New Rural Society Pension Insurance starts from2008in Yanbian Prefecture, Jilin Province. Since2009, China introduced "Opinions on the new rural pension insurance pilot"(GuoFa [2009] No.32), The New Rural Society Pension insurance has been nationwide gradually developed. Yanbian in Jilin Province is also assame as the country gradually into the implementation process, became one of the first pilot locations. During the New Rural Society Pension insurance pilot period, instead of insurance system and service capabilities, academia pays more attention to the implementation of the new type insurance. The implementation has been depth studied and has comprehensive perspective analysis. However, the lack of research on service ability probably results the slow development of the New Rural Society Pension insurance.In July1st,2011, the implementation of the "Social Insurance Law" improve the social security system of China, for more important to normative the action of payment, management and application of the social security system. As a separate task in the social insurance law, the social insurance law managers have been normative actions in functions and rights of handling service, in order to show the priority in the social insurance system.In this thesis, based on the research of The New Rural Society Pension insurance service system, discusses the problems of the social insurance handling services, provides the suggestions for system improvement and reviews the strategy issues.the survey result from insurant and recipient in Chaoyang rural area of Yanji, Jilin Provinces, reflects the people real though of The New Rural Society Pension insurance administration service system; the interview of administrative service officer, reveals the difficulties of execution of the new type insurance.The Rural Society Pension Insurance and handling service personnel insured two angles to identify problems, there is a degree of understanding of policy issues from the perspective of the insured, handling service issues, pensions issues; existence by service personnel from handling point of view office team issues, working conditions issues, supervisory service problems, relationship problems and other transfers; and make analysis of the causes of these problems, including the problem of specific aspects of the system, government investment issues, policy advocacy issues. Finally, to address these issues, put forward the corresponding countermeasures and suggestions, including the following six areas:(1) improve the rules and regulations, to build good policy platform.(2) strengthen the policy advocacy efforts to improve handling efficiency.(3) increased financial support, the establishment of handling personnel performance appraisal system.(4) additional staffing managers, business managers to enhance the level of new agricultural insurance.(5) improve the qualifications, improve supervision service capabilities.(6) additional distribution outlets to ensure that pensions in full.
