At present, China is at the period of rapid urbanization, the city scale is expanding and urban population is growing rapidly. Meanwhile, our urban environmental problems are increasingly outstanding, the problems caused by such as renovation of urban-village and city demolition emerge in endlessly. Unbalanced district development occurs in various cities at different degree. Excessively crowded central region, greatly reducing the human settlement quality, generates a lot of pressure on social environment. On the other hand, the extensive utilization of land in the suburbs and constantly eroded farmland become the bottleneck of our urban development, which restrict the sustainable development of cities, go against the construction of a harmonious society. On this background, the land exploitation and utilization attract more attentions and regulations of the government. But the state believes that the optimal land use to land developers may not mean to the regional or society, but a comprehensive optimal development mode for the regional or society, maybe due to the loss of interests, becomes unattractive to developers. Therefore, the state not only should directly control the use of land, but also should take measures such as development right replacement or transfer, tax deration to stimulate the enthusiasm of developers, guiding who build the encouraged development area, in order to realize the sustainable development of cities.Based on the analysis of urban construction, combining foreign and Taiwan land development and cubage application experience of urban construction transfer balance, the research on urban land development mode, which is suitable for our country's feasibility condition, is based on the analysis of urban construction status and the experience of applying the land development right and floor area ratio transfer to balance urban construction of foreign countries and Taiwan. This mode takes development right transfer as its basic ideas and brings floor area ratio as the core index of transfer balance. And the operation mechanism, operation process and operation assurance are introduced in detail.In addition, this paper also introduces the relationship of this development mode and current floor area ratio regulations, and gives thorough analysis on the important parts of exploiting the development right transfer mode, such as dual-rail floor area ratio, the balance mechanism of floor area ratio and defining the transfer area, which is related to the development mode. And on this basis, the security systems, which are about carrying out the development right transfer of urban development pattern, are researched, and other major security systems, such as laws and regulations, institution, techniques, are determined.
