Low-carbon Economy And External Effects

When the human overcome the nature and enjoyed the achievement of rapid economic development, the nature also began to fight back and even revenge humans. The impact of global warming got more and more obvious, sea level raised, and natural disasters such as floods, droughts, hurricanes and other extreme weather even international conflicts, ethnic conflicts and others endangered the further development of the economic and society, which pose the severe challenge for the survival of mankind. The only way to mitigating these hazards is reduce the emissions of greenhouse gas which requires human beings to change the past high-carbon economic development model of high pollution, high energy consumption and high carbon emissions, and take a low-carbon economic road of low pollution, low energy consumption and low emission. The paper firstly studies on the relevant literature reviewed of the low-carbon economy. The low-carbon economy is a new term and a new thing, so there are few studies on the development of low-carbon economy of systemic and deep-level research by domestic and foreign scholars, especially from the perspective of political economy to study the literature very few low carbon economy. Therefore, with the principle of combines theory and practice, based on the perspective of political economy, as well as under the guidance of external theory, the development of low-carbon economy from abroad theory and practice,conducted a study of low-carbon economy.First of all, it pointed out that the low carbon economy is an effective way to address global warming, mitigation of environmental and resource and also is the only way to achieve sustainable development of economic, social and human by analyzing the production of low-carbon economy. Furthermore, the paper analyzed negative externality caused by the high carbon uses the theory of externality, posed low-carbon economy is a means to address these negative impacts, and noted that the constraints factors to implement low-carbon economy. And last, on the basis of analysis of measures taken by the development of foreign low carbon economy, it proposed the development of low carbon from technical, systems, structures, international cooperation and implementation of concept several aspects.And, it summed up and outlook the development of future low carbon economy.
