Research On The Exportation Of Rural Surplus Labour In Hebei Province

As a populous province, there are more than 7 million the registered population in Hebei Province. Especially the rural labor resource is extremely rich, but it has not translated the absolute advantage into the relative interests in the rural areas. There are still more than 1 million surplus labor forces that need to be transferred and placed. Therefore, we must choose the appropriate way to transfer rural surplus labor force, and coordinat development of urban and rural areas of Hebei, in order to accelerate the pace of industrial restructuring, Hebei. At the same time, the overall province should promote the new rural construction, increase the province's capital and break the bottleneck of the development of land scarcity to achieve the balanced and sustainable economic and social development of Hebei.From an international perspective, it has formed a broad consensus about optimizing the global allocation of labor resources and regulating the remaining places, with the impetus of global economic integration. It needs to considerable labors to meet the labor shortage in Southeast Asia, Western Europe and America from overseas labors. From the angle of domestic situation, the function of three traditional ways:the rural service sector, township & village enterprises and urbanization of rural labor is weakening. Jiangsu, Shandong, Fujian and other provinces have begun to vigorously develop foreign labor export industry, in order to ease the financial crisis and the impact and shock to the export due to the introduction of FDI. From the situation of Hebei Province, there are 10295 people being sent overseas, the country ranked 12, only accounting for 2.3% of national amount in 2009, which did not match the situation of ranked sixth, with a total population of more than 7 million. Based on the above analysis, I believe that foreign labor export is an inevitable choice to solve the surplus labor in rural areas of Hebei Province. The definite measures include expanding channels of Hebei's foreign labor exports, raising the scale of the province of foreign labor exports, and guiding the farmers out of the country seems necessary and urgent.Therefore, this article as the outputs of rural surplus labor in Hebei Province for the study, it summarized the development process and realistic features of the labor outputs from the actual survey. From the situation of rural surplus labor of Hebei Province and combining with demand of international labor market and the overall development strategy of Hebei Province, it discussed the necessity and feasibility of the outputs of rural surplus labor in detail. Then, the article as external manifestations of slow development of labor exports in Hebei Province the starting point and from the ideas and concepts, systems and mechanisms, international market demand, competitiveness, quality of workers and so on study its root causes in-depth, provide the basis for seeking to speed up the reality path of the exports of rural surplus labor in Hebei Province.Finally, with the output of the rural surplus labor force in the international, national and provincial factors and from the government, enterprises and individual farmers at three levels, in order to take full advantage of its labor resources in Hebei Province, and better development of foreign labor outputs and in the process of labor outputs and more effective transfer of rural surplus labor proposed targeted countermeasures.This thesis consists of six chapters:The first chapter introduces the background of the selected subject, the significance of doing this research and the researching methods and approaches used in this thesis.The second chapter summarizes the main theoretical grounds of the thesis, defines the relative words and expressions and then summarizes the relative analysis done by experts at home and abroad.The third and forth chapters analyzes the status quo of the external export of labor of the rural surplus labor force in Hebei province, and then further analyzes the necessity and feasibility of developing the external export of labor of the rural surplus labor force in Hebei province.The fifth chapter examines the influencing factors on the external export of labor of the rural surplus labor force in Hebei province.The sixth chapter proposes several solutions by drawing on experiences at home and abroad to quicken the pace of the external export of labor of the rural surplus labor force in Hebei province.
