China is a large agricultural nation, improving farmers' livelihoods and raising farmers' welfare level is an important task to solve issues of agriculture farmer and rural area in which the fanners' problem is the most important, then promote our country's economic and social development and realize rural modernization. Promoting employment is the important way to solve livelihood issues of farmers. With the reality of have a big population and little land in China, we need to rely on the improvement of farmers' quality to solve the survival and development of farmers. Because of the differences in economy, culture between urban and rural become more and more obviously, a urban and rural "dual structure" was formed. It makes the farmers inadequate to investment in human capital, labor quality and technical ability is bad which restricts the farmers of employment.This article divided farmers into the traditional farmers and engaged in non-agricultural labor farmers from the angle of farmers' job, The rural labor force is huge, but qualities and skills is low which is difficult to adapt to the requirement of the modern agriculture. It is also difficult to adapt to the requirement of industrial adjustment, which produces the shortage and the difficult employment problems coexist migrant workers. Through the analysis of relevant literature, we divided the influence to the quality of rural employment into six aspects: cultural quality, technical level, management level, the concept of legal system, moral level and the life habits and health level. And through the questionnaire survey and the interview method, doing descriptive analysis of farmers' quality status in Shijiazhuang, the paper try to find the factors which is not good for the improvement of the farmers' quality. The factors include urban-rural dual structure, the level of economic development, the influence of the tradition culture and the development of rural education behind. On the basis of reason analyzed in this paper, relying on the human capital theory and public service theory, with the reality of local conditions, learning from foreign advanced experience, the paper proposes through education and rural public cultural service to improve peasant quality and promote farmer employment.
