Shenyang Unemployment Situation And Countermeasures Of Governance

Unemployment is the lingering demons of modern economy, affecting not only the unemployed themselves, but also affects the national economic development and social stability. First of all,since unemployment on economic growth inhibition. On the one hand, unemployment idle labor resources so that existing production capacity not fully used, so that the decline in gross national product; the other hand, some unemployed workers to lose their source of income, consumption decreased, while society has to provide unemployment insurance, training costs, increased social burden. Secondly, the unemployed on the one hand because of their low quality and laid-off or unemployed, on the other hand because of unemployment, income decline and can not make the necessary investment in human capital to improve their quality, so that makes the vicious cycle of unemployment even more poverty. Finally, the unemployment hurt the pride of the unemployed, which may make them feel abandoned by society and even lead to social unrest. However, the economic development process itself is a process of industrialization, with the service type to the capital from the industrialized, technology-based transition of workers, knowledge increasingly high demand for knowledge workers, technology update cycle is increasingly shorter. In this context, both developed and developing countries in their economic development have to face this social problem of unemployment. For my country, the unemployment problem has seriously affected China's economic and social development, and impeded the construction of socialist harmonious society in China. Therefore, governance has become the livelihood of unemployment and social stability of the major problems. Rapid economic development in our country and accelerate the reform and opening up a good situation, governance issues of unemployment will become unavoidable topic. In this paper, combined a number of famous scholars on the basis of governance theory of unemployment, combined with status quo in Shenyang City of unemployment and problems of governance, try from a new perspective to solve the unemployment problem, the use of multi-center governance theory to explore the governance of unemployment new ways. Polycentric governance theory to Curb Unemployment stressed that the Government, the market, the third sector to play their respective advantages in the governance of unemployment and actively promote the re-employment of the unemployed. Polycentric governance theory in the use of unemployment also in 1997, our governments "self-employment of workers, the employment market regulation,the government promotes employment," the re-employment policies coincide. Through the use of multi-center governance theory to address this economic and social "ills" to build a government guidance and market operation, unemployment in the main group itself, the whole society to participate in the "multiple cohabitation" model to the issue of unemployment governance, is the main purpose in this article.
