The Research Of County Economic Development In Liaoning Province

Our country is a developing agricultural nation. The solution of the problem of agriculture, countryside and famers which is called"San nong"problem is related to the strategic target's realization of our modernization and the comprehensive well-off society. County is the junction of city economy and rural economy, the concentrated area of"San nong"problem. In the key period of China's economic transformation, speeding up the development of county economy has become the new platform to solve the"San nong"problem and realize the coordination development of urban and rural economy.Liaoning province is an important old industrial base in China, a big industry also an agriculture province. Before the revitalization plan of northeast old industrial base, county economy is the short board to restrict the development of Liaoning province. After the party's 16th reports put forward"vigorously develop the processing industry for agricultural products, strengthen county economy", Liaoning province paid attention to draft and implement a series of policies and measures to promote the development of county economy. In 2008, the first"multiplier plan in three years"of county economy is made, which make county economy achieve unprecedented development in the"11th five-year"period, and"short board"realized breakthrough, county economy increasing rapidly. GDP of 44 counties is 6512.20 billion RMB, accounting for 42.81% in Liaoning province. However, the state time of Liaoning county economy is late, with the difference of the geography, inputs, policy tilt, etc, which led to some undeniable aspects and problems. Such as competitive ability is not strong, development is imbalance, endogenous growth capacity is weak, characteristic economy is not obvious and so on. Those not only restrict the development of Liaoning county economy, also influence the process of comprehensive revitalization. To realize the second"double plan"in the"12th five-year"period, make breakthroughs in Northwest of Liaoning province, realize the comprehensive revitalization of Liaoning province, it is a target strategic plan to develop and strength county economy.This paper is based on the Regional economics theory and Development economics theory, linking theory with practice, using normative analysis method, comparative analysis method, combined qualitative analysis with quantitative analysis method. On the base of the evaluation results of Liaoning county economy in the 10th national county economy basic competitiveness and scientific development, make deeply analysis the present situation, the existing problems and reasons of Liaoning county economy. In reference to the successful experiences of our county economy development in the new period, put forward measures to enhance the endogenous growth capacity of county economy, and quicken the development of Liaoning county economy.
