Promoting urban and rural areas public service equalization and everyone equally sharing social economic development achievements is not only the embodiment of the realization of social fairness and justice, but also realistic problem solving the needs of people's livelihood. Since the reform and opening up, the economic of China has rapidly developed, and GDP is higher and higher, but the social public undertaking is not synchronous development. Coupled with historical factors and actual conditions, there is a big gap between urban and rural public service. The shortage of rural public service restricts the development of rural economy, well behind the city. Therefore, achieving equal access to basic public service benefits the coordination of urban and rural harmonious development and is of great significance for constructing the harmonious society.From the definition of basic public services and analyzing the basic theory of equal access to basic public service content, meaning, influence factors of basic public services and the general way, this article derivates the problem of China's urban and rural basic public service inequality. According to China's reality, the basic public services are basic education, medical definition health, social security etc. Through the investigation inequality of basic public services between urban and rural areas at present and the present situation of analyzing urban-rural disparity reasons, this article proposes the implementation of equal access to basic public service to the basic principles of the proposed, and further improve the legal system, the financial system generally path and different basic public service project policy Suggestions at last.
