Good management mode with a strong adaptability and strain capacity can regulate the operation management activities of the enterprise, and can help to realize the benefit maximization of the enterprise organization. In a low carbon economy background, whether China's oil companies can choose the correct overseas engineering project management mode plays a very important role for the management of the enterprise development. The managers of the enterprise should make overall planning according to the comprehensive strength of the enterprise, the overseas market operation and project management of international rules.Through the access to books and literature of project management, found that from the perspective of low-carbon economy as a starting point to study the project management very few, so the context of this paper, low-carbon project management of overseas oil has great theoretical value.Based on low-carbon economy, we deeply analyzed the status of the large scale of China's oil overseas engineering construction and the urgent need to improve the construction investment benefit. Combined with oil-urgent overseas engineering project management model of innovation, lack of project co-operation of all participants in the situation To maximize the benefits of cooperation projects and comprehensive social benefits, will be introduced into the Partnering Model oil companies of China's overseas engineering project management.This paper studies how to introduce Partnering model to the overseas oil fields and make application and development. Based on the analysis and research of several domestic and international engineering project management modes, from the angle of project implementation and management factors, we analyzed petroleum enterprises overseas project management pattern and mechanism. Built overseas project operating mechanism and models from the combination of low carbon economy and partnering model.The models and mechanisms require strict compliance with all requirements of low-carbon economy. In the management process, reflecting"low carbon"everywhere, we established the fuzzy evaluation model to solve management performance evaluation. Finally, put forward several suggestions for our oil enterprise'overseas engineering project management.
