In economic times, with rapid progress in science and technology, the importance of organizational has its value. Without corresponding organizational innovation, business enterprises will face the difficult plight of the survival and development. Organizational innovation has become the important source of getting competitive advantage. It is also the source and fundamental essence of all enterprise innovation activities. Organizational innovation has important impact on enterprises development innovation capability. Especially for some high-tech enterprises, organization innovation is more important. Business enterprise B is one f the earliest enterprises engaged in space technology. It is a high-tech enterprise based on developing. Business enterprise B is in economic transition. It will be a modern enterprise faced market. In the transition process, in order to adapt to changing technical, economic and social environment, Business enterprise B organization must be constantly changed. In this paper, business enterprise B is taken as the research object. Methods of data analysis, literature reviews and field research are taken; business enterprise B development ability and organization mode is deeply analyzed. Organizational problems are found out. According to existing problems, organization innovation strategies and security strategies are put forward.In this paper, based on extensive literature, theories of organizational innovation are analyzed. Through analyzing characteristics of business enterprise B industry, and present situation of its development capacity, organizational innovation is an important way of improving the ability of development. Through analysis of current situation of operating mode, problems of four aspects, organizational structure, organization rules and regulations, development processes and organizational culture are found out. As to problems in organizational model, organization of business enterprise B is optimized and innovated. In organizational structure, functions of business enterprise B are strengthened. Network work unit is established. Multi-functional, cross-level project structure and team are constructed. Organizational flexibility is improved. The enterprise level and structure are variously adjustment. In organizational rules and regulations, business enterprise B regulatory system framework is established. Four system of regulatory system is especially established, namely, employee labor relations management system, attendance and leave management system, employee incentive management systems, pay and benefits management system. In the process, development processes is re-designed. Corporate culture adapted to R&D innovation is established. Finally, according to the actual situation of business enterprise B, key measures of organizational innovation are put forward. Organizational innovation is smoothly progressed from four areas of human, financial, material, information. Possible risks in organizational innovation are analyzed. Source, types, risk evaluation and risk treatment organizational innovation risks are established.Through research, business enterprise B organizational innovation strategies and safeguards are established. It is good for improving development ability and enhancing competitiveness, and improving organizational environment.
