With the acceleration of urbanization process, urban public transport supply demand has become an increasingly prominent, and a wide range of urban transport problems emerge, especially in public transport fares, the price of urban public transport has become an increasingly concerned social issues. To coordinate the variety of urban public transport price and optimize resource allocation, improve the flexibility of city's public transport policy, ease traffic congestion, and reduce residents'travel delays.Because urban public transport is of the public welfare, the price should fully consider the moderate and low-income citizens and the oprating coropration's profit.For the urban public transport is operated by the for-profit corporation,it requires the city public transportation consider the various aspects of pricing factors. This paper studies the rail transit and bus fares relationship. Contention between the two modes of source, it is not conducive to the development of urban public transport; While rail and bus have cross-price elasticity, the pricing can not be isolated from these two modes of transport. This paper fully consider the comprehensive benefits of the whole community and the residents of the carrying capacity to coordinate the price of the two kinds of transport, in order to achieve the optimization of the overall urban public transport.price.As the residents in the travel process always tend to select the minimum cost of transport, when and the rail transit and bus travel costs is same, then the demand of the urban rail transit and bus transport is equilibrium. This paper builds a price model under the state of equilibrium travel demand to regulate the urban public transport fares.By analyzing the current pricing model for urban public transport, this paper define the period of the pricing objectives as follows: minimize the social costs of citizen s'e travel, minimize the generalized cost of residents travel, maximum operating profits of operation enterprise, then build a public transport multi-objective price model and use AHP to determine the weight coefficients of each target, using the model to determine the prices and the grid frequency of the bus and rail. Finally, this paper takes Harbin Rail Transit Line 1 and bus for example, and determines the price and the frequency of the Harbin City Rail Transit Line 1 and bus, to verify the model is reasonable.The results shows that using multi-objective pricing model to determine the urban public transport fares can effectively improve the utilization rate of urban public transport, can reasonably allocate the public resource.
