Human resource as the leading resource of a company, has become significant for a company to carry out effective HR development and management, improve the quality and ability of its employees and better working efficiency of the employees so as to maintain a competitive edge over its competitors. Consequently, it is an important task for enterprise development and HR management to design an effective HR performance management system by standardizing and systemizing the company performance management and establishing, executing and evaluating the performance management system.In this paper, the author, by expounding on the background, objective and function of the company performance management system and analyzing the current development and trend of modern enterprise performance, puts forward a basic theory concerning the design of performance management system. Based on a thorough analysis the failure reason of performance evaluation in NC training institution, according to the current management conditions of J education which apart from NC training institution, combining the school's development strategies and current business conditions, the author designs an effective and systematic performance management system for the school by flexibly utilizing the relevant performance knowledge, techniques and methods.Abiding by a definite enterprise developing strategy objective and principle and policy, the new performance management system is designed focusing on the establishment of a structure organization, performance management system, matrix combination of BSC and KPI performance appraising indexes, feedback and appraisal of performance management system and those problems and guarantee system arising from the execution of the performance management, are also proposed in an effort to provide strong support to the sound development of the school. It's also the author's hope that the performance management system and the performance appraising method of combining BSC and KPI can provide a reference for developing Chinese training institution or training industry.
