Along with the economic globalization go deep into our market, some large-scale enterprises get the chance to go into overseas market. As the same time, more and more foreign enterprises start to pay close attention to rich interests contained in Chinese emerging market, which bring severe test to our SMEs (small and medium businesses). In such a special background, how SMEs to deal with such challenges which overseas enterprises bring is a crucial study issue nowadays. Chan Yuan Limited Liability Company is a typical small and medium science and technology enterprise. Although Chang Yuan Company has an absolute advanced level in technology, its standard of human resources management is falling behind other company. Especially its performance management, because of lack of scientific knowledge and the advanced theory and thinking about the enterprise’s own development, its performance management is very simple and the implementation effect has been not ideal. This has restricted the development of the enterprise. How to establish a suitable performance management system is a very important program in Hunan Chang Yuan Company’s strategy.The thesis is based on the present level of Chang Yuan Company’s development situation and performance management system, put employee performance evaluation as the research object, digs out the shortages of the performance system deeply, and designs a special general thinking aiming at this shortages. This thesis is consisting of six chapters. The first chapter introduces the research background, significance, methods and so on. Chapter2details the content of performance management, studies the basic processed and MBO, BSC, KPI these three performance assessment methods. Chapter3states the basic facts of the Hunan Chang Yuan company, including the brief introduction, organization structures and current status and existing problems of performance management institution, as well as an analysis of those problems. Chapter4designs a new performance assessment the core link of performance management system. Chapter5designs a performance management system for the Hunan Chang Yuan company. Chapter6 summary and prospect of future study.
