As the coming of economic globalization and information age, enterprises all over the world are facing increasingly fierce competition in both domestic and international markets. In the competition, an enterprise must continuously improve its overall performance and individual performance in order to gain a competitive edge. Practice has proved that the performance appraisal as a form to appraise an employee's performance is the key and the foundation of human resource management and exploitation. It is an effective way to enhance and improve the performance and it is becoming an indispensable part of corporate human resource management.Nowadays, most companies have been aware of the importance of a good performance appraisal system for their survival and development. They have implemented a variety of performance appraisal based on the practical situation. However, the actual application result is not satisfying. Some are formalistic, some instead of playing a proper role in the performance appraisal, have given a certain of side effects which bring about wastes of manpower and physical resources.Huizhou Jinghua is a packaging product company specialized in design, development, production and services of Expandable Polystyrene (EPS). Since its establishment, the company has been facing intense competition in the market, the company's economic benefit and management level needs to be improved. Among them, the company's internal performance appraisal system failed to keep pace with the requirements of its rapid development, which is one of the important reasons that the company's economic benefit and management level could hardly significantly be improved.This paper, relied upon the support of modern performance appraisal theories, referring to the case of Huizhou Jinghua Packing Products Co., Ltd., According to the defects in traditional performance appraisal and to set up a new set of scientific, reasonable, practical, fully exercisable performance appraisal system integrated by several performance appraisal methods. The new performance appraisal system is based on company strategy, combined with several performance appraisal methods including Management By Objective (MBO), Balanced Score-Card (BSC), Key Performance Indicator (KPI), 360-degree Feedback, Forced Distribution Method and etc. It combines monthly, seasonal and annual appraisal, combines appraisal of performance, ability and attitude. It may effectively solve problems aroused in the process of performance appraisal application and provide references to relevant enterprises.
