| In recent years, post-evaluations on environmental protection, highways and electricity generation industries have been in rapid development. Post-evaluation indicator system has been set up. CPCC (China Petroleum Chemical Corporation)have achieved a lot on project post-evaluation works on preliminary working methods and format. But there is still long way to go for post-evaluation indicator system on petrochemical project.This dissertation not only analyzes relevant theories on developments, programs and general methods of post-evaluation on national and international construction projects, but also researches and designs the petrochemical construction project post-evaluation according to the present features of petrochemical projects on the basis of national situation of post-evaluation. The details include general targets, indicators and key points of post evaluation indicator system of petrochemical project. After analysis, five points are selected for indicators: project preparation, construction, operations, economic benefits, influence and continuity. Twenty key elements provide supports to the five points of indicators, such as completeness of documentary, normative program, normative management, loading rate of production equipment, economic benefits, continuity of resources, etc. More details can be seen on principles and ideas of indicator system construction, selection and meanings of standards, methods on how to decide the weights of different indicators with advantages and disadvantages. And Delphi Method is applied to determine the weights of different indicators. Assessment methods on each element are illustrated and analyzed. Sample analysis is carried out on post-evaluation of PetroChina Jinxi Petrochemical Company's 600000T/Year continuous reconstruction projects with this indicator system. At last, a conclusion is drawn and some research topics which need further works on petrochemical construction post-evaluation are proposed. |
