Research On Post-Evaluation Of Government Investment In Affordable Housing Construction Project

In recent years, with the reform of China’s housing system and the rapid development of the economy, in general, housing conditions of urban residents have been greatly improved. But house prices have been constantly rising. In many places it’s far beyond the ordinary residents ability. Housing problem has become one of the current social economic and livelihood issues people are most concerned about. In order to solve this problem, the Chinese government adopted a series of policies, including vigorously building affordable housing. The government has dominated the affordable housing construction. But as far as we know Chinese research on affordable housing is mainly concerned about the content of affordable housing policy, construction, distribution, etc., barely on after built affordable housing operation. In this context, this article is to study and learn from the advanced experience of other countries and international financial organizations, as well as the evaluation of the situation in other areas of government investment projects and to carry out post-evaluation tentatively on government investment in affordable housing construction projects.Post-evaluation of government investment in affordable housing is by the post-evaluation institution to conduct investigation and study, find the problems, analyze the reasons, sum up the experience and lessons about the early decision, construction process and operation process. This article is the analysis and evaluation of affordable housing project which has been completed and put into use, and to learn from that. Meanwhile it’s to create conditions for future affordable housing projects to improve the positioning, implementation and management services after construction and so on. By carrying out the evaluation, may reduce the blindness of future project decisions, improve investment efficiency of the project, meanwhile give advices for operation management of the late in the affordable housing project, to improve the level of project management services.This article bases on the sufficient study, the progress of work on the post-evaluation of worldwide projects and related theories, combining the characteristics of low-income housing projects. The article discusses the contents and methods about the post-evaluation of affordable housing. Through the research and comprehensive analysis, it uses the method of combining the fuzzy comprehensive evaluation to construct the post-evaluation index system of the affordable housing projects. Finally, the article analyses post- evaluation of specific projects by using fuzzy comprehensive evaluation method.
