In the last few years, chemical industry has developed rapidly in our country, which causes the output and the variety of chemical product increase dramatically, and its use scope has spread to various lines and the civil consumer goods. Comparied with developed countries, our country has a bigger disparity in the safetycontrol aspect. On the basis of the DOW Fire&Explode Index Analysis Method(the Seventh Edition) and the practical safety management method of the dangerous chemical in enterprise, the safety management model of dangerous chemicals was put forward. The method provided a new evaluation method for the dangerous chemical production and storage.Jinxi Petrochemical Company has built a new dry gas-holder of 10000m3 and supporting facilities such as compressor workshop where gas is refined by low-pressure, system pipe of low-pressure gas and utilities in the south of gas fraction unit,and analyzes the main risks and hazard existed in the facilities select, layout , process and equipment, utilities and the storage. Through comparing with safety codes and standards in the Fire Proof Code for Petrochemical Enterpreise(GB50160-92, Version 1999) and Electrical Installation Design Code for Explosive and Fire Hazard(GB50058-92), evaluation was made on the overall configuration, general safeguarding measures, combustible and explosive locations, safety control of hazard, electrical safety, prevention from mechanical injury and safety production and so on. The article then proposes measures of prevention and safety management to different factors of danger and hazard . Finally a conclusion was drawn that the plant conforms with the requirements of nation laws, regulations and standards, and also supplies a scientific basis for the units of design, construction and safety management.
