An Analysis On Influence Of The EU Safety Standards Of Aquatic Products On Chinese Tilapias Exports

With internationalization of China’s seafood trade, the EU becomes the main tradearea of Chinese tilapias following the America and Asia. China is a production andtrade great-power country in tilapia. The output of Chinese tilapia in2008is1.1103million tons, accounting for49%of total tilapia in the world, and the quantity of tilapiaexports to the EU is14603.36tons, accounting for6.5%of the amount of tilapiaexported in our country. But the EU is one of the strictest areas with the safety andhygiene of aquatic products. Chinese tilapia export to the EU often meets with the tradebarriers of safety and health of aquatic product, and the quantity and price of export isunstable. The main reason is that there is some difference in safety and health standardsof aquatic products between China and the EU. The EU inspects Chinese export tilapiaaccording to the more strict standard systems. It is often that Chinese tilapias export tothe EU does not accord with their standards. Therefore, understand and grasp safety andhealth standards of aquatic products in the EU, the factors and extent of influence ofChinese tilapia export to the EU objectively, and make our measures reasonable base onquantitative analysis is of great significance to improve Chinese tilapia export.At present, most scholars in China introduce the influence of technical trade barrierto the trade of aquatic products firstly, and then put forward the corresponding measures.They analyze the factors of Chinese aquatic products export theoretically and from themacroscopic level mainly. It is rarely for them to analysis the influence of technologytrade barriers on different fish exported microcosmically and concretely. In addition, theresearch of tilapia mainly focused on farming, fishing, and processing, transportation,marketing and so on. They mainly introduce the situation of Chinese tilapias tradetheoretically. Therefore, this paper selects one of the technical trade barriers–the safetyand health standards of aquatic products. Analyze the impact of Chinese tilapia exportto the EU from the point of the quantitative analysis, and provide data support forformulate for Chinese safety and health standards of tilapia export.In order to grasp the influence of safety and health standards of aquatic products inthe EU on the export of tilapia more accurately, base on reading literature extensivelyand previous studies, this paper quantitatively analyze the influence degree of thestandards of safety and health, and then provide some policy suggestions that suitable for our national conditions.Chapter1is an introduction. Expound the research purpose and meaning of thispaper, review the current situation of study both at home and abroad from the safetystandards of aquatic products in the EU and the influence of safety standards for theinternational trade of aquatic products, and find out the point of this article and studymethod. Then outline the thinking of research, main content, innovation points and theshortage of this paper.Chapter2analyze the present situation of Chinese tilapia industry and thecharacteristics of tilapia that export to the EU. On the one hand analyze the presentsituation of tilapia industry in our country. The origin of Chinese tilapia focusedprimarily on the southern region. With the increase of the international trade of aquaticproducts in China, the output of tilapia increased year by year. But, because of theincrease of the raw material and labor costs, the rise of the cost of production, breedingenhance over the countries in the world, the profit space decrease. Also low degree oforganization, the small scale of industrialization, low level of informationization existsin Chinese tilapia production. On the other hand analyze the characteristics of tilapiathat export to the EU from the species of tilapia export, the average export price, theexport market, export provinces in our country.Chapter3studies the safety and health standard system of aquatic productsbetween the EU and China comparatively. Firstly, introduces the general situation of thestandards and regulations of safety and health of aquatic products in the EU and China.The relevant standards in China are divided into laws, regulations, departmentregulations, national standard and normative documents. The EU has divided into thetechnical regulations of limited indexes, regulations of health control and inspection,market access regulations of aquatic products on the third countries, and relevant newprovisions of aquatic products. Then comprise the species and index limited of heavymetal and pollutants, fish drugs residue, microorganism in the safety and healthstandard system of aquatic products between the EU and China. Finally, summarize theproblems exist in Chinese safety and health standards of aquatic products.Chapters4analyze quantitatively the influence of the safety and health standards inthe EU on Chinese tilapia export by establishing the trade gravity model. Introduced thetrade gravity and their research background briefly, and introduce the basis ofestablishing the gravity model in this chapter. Describe the sample source and data inthe model detail. Select four explanatory variables: the chloramphenicol residue limitsof the EU on imports of aquatic products, the economies scale of trade sides, relativetrade distance, and pollution-free fish drug residue limits standards of aquatic productsin China. Collect the panel data about the amount of tilapia export to the15European trade countries, then analyze and inspect the model through the software of EVIEWS.Finally summarize and discuss the results of the regression model. The research resultsshow that (1) the amount of tilapia export from China to European increase1.31%if thelimit standard of chloramphenicol in the European import aquatic decrease1%.(2)Chinese development level of economic increase1%leading to the number oftilapia export European increase10.68%, and European development level of economicincrease1%leading to the number of tilapia export European increase0.46%.(3)Thequantity of Chinese tilapia export would decrease2.59%because of the increasedistance between china and European. Lastly, summarize the positive effect on Chinesetilapia export about the safety and health standards of aquatic product in the EU fromthe angle of the theory. It is helpful for Chinese tilapia produce enterprise’s managementstandardization and industrial structural, also helpful for consummate the safety andquality standards system of aquatic products.Chapter5put forward the corresponding countermeasures and suggestions to dealwith the safety and health standards of aquatic products in Chinese tilapia export, basedon the above theory and the quantitative analysis.Chapter6is a summarization.
