The road engineering project in the North Canal levee and Chaobai river embankment (Xiji's part) is a public project invested by the government for the purpose of speeding the modern agricultural development in Xiji town and serving as both the flood-preventing levee and road. A post-evaluation of it may not only expand the scope of application of post-evaluation theories, but also an innovation in methodology as compared with other similar project evaluations.On the basis of the theory of project post-evaluation, this paper made a study from the following perspectives: first, this paper made a prediction and analysis on the traffic volume in 2010, 2015, 2020 and 2025 based on the analysis of road traffic volume and through adopting the methods in traffic engineering (such as OD investigation, coefficient of the original unit and gravity model); second, this paper analyzed the reasons for the changes of various economic indexes during the stages from feasibility study and preparation to practical construction of the project by adopting the method of comparative analysis; third, this paper re-positioned the functions of the project, and made a prediction of noise at the sensitive point by road traffic model, estimated the exhaust emissions and analyzed the influence of the project on the society and economy; fourth, this paper made a comprehensive analysis of the project goals, its sustainability and degree of success successively by expert scoring, logical framework approach and evaluation method of the degree of success.According to the above study, this paper is of the opinion that though such project obtained good social benefits and economic returns, it failed to conduct timely final accounts after completion of the project, which reduced the efficiency in use of government funds and affected the implementation of the post management and maintenance measures; in addition, there were missing items in the construction of the project, which had different level of effects on the quality of road access, safe operation of water facilities and daily life of the neighborhood. With respect to the above deficiencies, this paper has given some constructive opinions and suggestions regarding project completion, programme design, content of construction and road operation, which are workable and aim to give some reflections on theories, methods and practices for decision-making and construction of similar projects.
