Taking Tobacco Company of Loudi, Hunan Province as the example, the paper carries on a diagnostic analysis to the compensation management system of Tobacco Company of Loudi. Apart from using the method of collecting literature, granting questionnaire and making interviews, the author also collects and grasps the basic situation of human resourse of Tobacco Company of Loudi and carries on a diagnostic analysis to its compensation management system. The paper firstly surveys the employees'satisfaction towards the current human resource management system and their job, with particular attention to their salary satisfaction and the corporation identify. Secondly, combined with the diagnosis of corporate climate, external competitiveness of salary and salary encouragement system itself, the paper makes the conclusion that there still exist many problems in human resource management system with the following representations:①Salary is not worth the post value which does not get scientific assessment.②Means of encouragement is not enough and salary management system needs improvement.③Salary cannot motivates strategies and incentive mechanism needs to perfect.④Salary system design lacks performance appraisal.⑤Sections of personnel programming, recruitment and training mechanism are relatively weak.Subsequently, the paper applies modern human resource management theory combined with enterprise status, and optimally designs salary encouragement system with the following specific suggestions:①Optimize the organizational structure and reanalyze and redesign posts.②normalize and unify grade system of posts and adjust salary grades.③establish salary and welfare management system involved employees.④Perfecting performance appraisal system and promotion and degradation mechanism.⑤Emphasize the suggestions of optimally designing salary management system such as staff training and establish scientific and reasonable whole staff training and so on.
