The Research On Building Of The Hunan Social Credit System Base On Perspective Of The Government Functions

"People couldn't live and the country will decline and fall without credit."With building a socialist market economy in the Chinese context,social credit is an important issue that must be resolved.Credit relationships and credit order play a fundamental and decisive role in the normal operation of the market economy.The establishment of credit system and the formation of credit environment is not only protection of the market economy virtuous circle , but also community health development.At present,credit status of our country have became a"bottleneck"constraining economic expansion to a certain extent.Lacking of capital credit,commercial credit and product credit undermines the social order seriously.The credit question has already aroused the close attention of governments at all levels.The practical work of credit system's construction was started one after another under local authority's initiative in Shanghai,Beijing and other places.Hunan provincial party committee and provincial government attached great importance to the construction of social credit system and took the best to explore a new model of social credit system in Hunan.The approach was affirmed by the State Council and it gave rise to certain reactions across the country.The analysis of current situation and problems in Hunan could be meaningful.In the credit system construction,the application of theory of government functions means to build the initial government which must play a leading role.When the market economy improves and the social credit system becomes mature gradually,the Government has also changed its function from market supervision to market-oriented.Construction of credit system is a complex and systematic project that involves all levels of society,systems and departments.It needs the government to play a leading,coordinating and administrative role to promote the social credit system construction , set up a sound credit and regulations , which is decided by the government functions and the nature of the credit system construction.Building a national as well as Hunan province's unity and improving social credit system can only be done under the government's unified leadership and plans. From the perspective of the government's function and based on the Marx's theory of credit, market failure and information economics systematic theory, we got that no matter the motivation of constructing the credit system or for the development of internal coordination, these all ask for the government to give full power. Through the analysis of Hunan credit system's problem and condition, we pointed out that the vacant and the aspects must be strengthened. By learning foreign advanced experience and according to our own facts, we say that the government's role in the intervention process: we must use administrative, legal and economic means to strengthen the functions of the government. At the same time, we must avoid appearance of "unlimited government", and also ensure the true place of government functions. Discussed the Hunan Social Credit System which Overall Positioning Ideas is"guided by government, expanded by market, parallel businesses and public, and supervised by union", and Main Task is to build one system(the system of credit information collection , disclosure , using ) , two mechanisms ( mechanism credit incentive disciplinary and mechanism of credit publicity and education),three systems(system of credit laws and regulations,the credit intermediary service system,system of credit supervision and management).In the last part of the article,it emphasizes the social functions of the government,which is providing social security terms for the building of the Hunan Social Credit System.
