Land transfer market is highly monopolized by the nation, it is also the original market of land circulation market. The healthy development of Land transfer market can not only control national economy,but also promote modernization of the city . Since reform and opening up, with the rapid development of national production of China, the level of urbanization is constantly raising. Land,an important element of production which affected by many factors, has been intensified its supply and demand contradictions. Because of the immaturity and lacking of strict procedures for market transactions in Land transfer market.Market mechanism did not play its due role in the process of land circulation,and therefore,it's unable to meet the needs for effective national land operation. The phenomenon,such as developing areas is heating; Industrial land is sold freely;developers store;low buying and high transfer etc, have attached great importance by the Government.The drawbacks in ways of transfer have seriously affected the healthy development of land transfer market.Different economic regions in China has different developing status.Therefore, specific issues,causes and measures in land transfer market are also different.In this paper,we take Changde City( Hunan Province )as a example,because it has a universal significance to land transfer market in small and medium-sized cities which occupy larger proportion in China.This paper is based on a number of previous research results, Many methods were taken in it.such as surveying,documents and data, qualitative and quantitative analysis. We hope to find out reasons why obstacles exist in land transfer market of Changde City, and then,look for corresponding countermeasures and suggestions.To begin with,This paper mentioned the development of land transfer market, and then analyzed supply and demand in land transfer market of Changde from 2002 to 2008.Combined with the main results, As the four factors layer,government intervention mechanism,supply and demand mechanism in land transfer market,price and competition mechanisms were chosen in this paper. A set of evaluation system focusing on the developing degree of the land transfer market were constructed.Based on the time changing sequence of the developing degree which are measured,We believe in that the level of market development is at the late stage of transition in Changde. Furthermore, From four points of view (land transfer system, operation mechanism of land transfer market.during and after land transfer process),we surveyed the problems of land transfer market in Changde.At the end, on the basis of present situation and problems of the land circulation market in Changde, this paper advanced the measures and strategies to improve the land market regulations,market operating mechanism and monitoring system.From these,we expect the healthy development of land transfer market.
