With the economic globalization and the continuous development of knowledge economy, urban agglomeration has become the main body of the regional and even international competition shape. In China, the most competitive urban agglomeration is in the Yangtze River Delta city group. In middle region, urban agglomerations headed by Wuhan city group, while the Chang-Zhu-Tan city group started late, group function is not perfect, group competitiveness need to be further enhanced. Increasing the competitiveness of Chang-Zhu-Tan urban agglomeration, creating the economic core of growth poles in Hunan Province, is Hunan province as well as the middle region's inevitable choice for development by leaps and bounds.This paper started from the analysis of the urban agglomeration competitiveness's basic theory, studied on the Chang-Zhu-Tan city group's competitiveness which are still in the exploratory stage, and selected the neighboring Wuhan urban agglomeration and the mature and the most competitive Yangtze River Delta as comparisons, and then, carried out qualitative and quantitative, static and dynamic combination of comparison. First of all, from the first urban functions, economic strength, technological, environmental, infrastructure, the six competitiveness aspects to establish urban agglomeration competitiveness index system, including a total of 31 specific indicators; and then according to Chang-Zhu-Tan city group, Wuhan urban agglomeration, the Yangtze River Delta city group's 2003-2007 data, using principal component analysis method for dynamic comparative analysis on this basis, analyzed the comparative advantages and comparative disadvantages of Chang-Zhu-Tan urban agglomeration. The analysis showed that: Chang-Zhu-Tan urban agglomeration's competitiveness are inferior to Wuhan urban agglomeration and Yangtze River Delta city group in all aspects of backwardness. And the comparative disadvantages are in the first city competitiveness, economic strength, technology, infrastructure and so on; The comparative advantages are in environment competitiveness and radiation competitiveness. Finally, based on the foregoing analysis, we found the comparative disadvantages and the developing bottlenecks of Chang- Zhu-Tan urban agglomeration, contrarily, we proposed the promoting mechanism and policy recommendations to enhance the competitiveness in urban agglomerations.
