First introduced in the 1990s of the 20th century, creative industry, as an emerging knowledge-intensive industry, has gradually become a highlight in the modern industrial development to which attach great importance by many countries, especially by the economically developed countries and regions. The cluster development of creative industry is not only a strategic choice to promote the industrial structure upgrading and transform the economic growth mode in Changsha, but also a development path which enhances the urban functions and leads Changsha to an international metropolis. This paper, on the basis of research results home and abroad, gives the definition of creative industry:"the sum of economic activities in the specialized market, with human creativity as the principal part of value contribution and strong intellectual property protection as the main support."Furthermore, this paper, from the perspective of value chain and production network, makes analysis of the concept, the formation mechanism and the economic effects of the cluster of creative industry. In the next place, this paper makes analysis of the emphasis on the cluster development of creative industries, which consists of environment, capital, features, talent, and technology. Important as talent and technology are, environment and capital play crucial roles, as outstanding environment and abundant capital are sources of talents and technology as well as magnets to them. On theoretical foundation, SWOT Analysis in this paper reveals the status quo of the cluster development of creative industries in Changsha that the cluster of creative industries in Changsha already has a certain degree of industrial base and the rapidly growing development momentum of creative industry leads to a further vast development space with a slew of opportunities; at the same time, however, the cluster development of creative industries in Changsha is faced up to a range of challenges, including increasingly server domestic and foreign competition, the immaturity of market-oriented organizations and the difficult implementation of effective protection of intellectual property. In addition, the paper also carries out case studies of Super Girls and Blue Cat Cartoons. Deficiencies of the creative industry in Changsha, reflected by the case studies, call for immediate solutions. For this reason, this paper comes up with strategic initiatives, in terms of industry planning, factor market and government guidance, to promote the cluster development of creative industries in Changsha.
