As a worldwide socio-economic phenomenon, the development of city business district is the universal law and inevitable trend of the commercial civilization and socio-economic. As a major symbol of the city prosperous image, it condensed the history and culture, reflecting regional characteristics and the urban landscape. Business district is the essence and the highlights of the city.Back in the early 20th century, same abroad countries have commenced research on the city business district. During the last half-century, it gradually developed its own characteristics and the development of urban commercial business model. In theory and practice, it have formulated relevant laws and regulations and formed an effective management mechanism, making commercial development into the city and regional sustainable development process, achieving a reasonable and orderly competition environment. In China's urban plan and business development plan, rather vague concept still lacks a systematic summary of theoretical system, quantitative research and relevant theories to guide the practice of Chinese commercial layout. As a carrier of the city business, there are many problems encountered in the development process of China's urban commercial district, including constructing the large commercial facilities too fast, building the commercial projects blindly, unbalance business structure and lay, inaccurate business orientation, which are constraint to the sustainable and healthy urban commercial development .The planning of city business districts is a systematic project, and its success or failure is directly related to the pace and stamina of a city, a region or a country's economic development. The selection of the sub-center area influences the expansion of foreign cities or urban development in China. There is no doubt that the main center of the city is core of the administration, business, commerce and trade where the most concentrated, and wealth of flow, the most intensive information flow region. Many types of urban sprawl model will undoubtedly involve the city's deputy central area, which is practical value the research brings. Therefore, the main purpose of this study is to summary and overview the basic concept of the city business district, basic characteristics, as well as foreign experience in the development of practical research to sort out the relevant knowledge of the city business district, research methods and basic tools and absorb success of foreign city commercial development. Its application of the development of urban commercial practice will help governors develop urban commercial planning orientation and development of appropriate business policies, and achieve commercial rational planning and effective regulation of commercial building theory.
